This is a known problem when doing s full system restore after a hard reset or power loss. To fix it, use File Explorer to navigate to the directory My Device\Windows\Start Menu. In this folder are shortcuts to the programs that are displayed on the Start menu. Carefully delete the ones that are shown twice in System->Menus (they will only be shown once in My Device\Windows\Start Menu). You will now be able to select exactly which programs you wish to appear on your start menu using System->Menus.
