I agree that the dialog is non-intuitive, but it uses the "standard" Save As dialog, as do other applications such as Pocket Word. At one point, we did consider writing a custom dialog that would be more logical, but decided that non-intuitive was a lesser evil than non-standard and that we would work on features instead.
I hope this explains things a bit...
